Delete ( TransactionManager transactionManager, System _stateProvinceId ) : bool	Deletes a row from the DataSource. Deletes based on primary key(s).

FK_StateProvince_CountryRegion_CountryRegionCode Description: Foreign key constraint referencing CountryRegion.CountryRegionCode.
